Open

Cut 1/3 off the balloon head

Like so

Make a knot

Cover top of tube

Close but not too tight

Tape (duck tape, or scotch will do)

Cover

You're all set!

Place confetti (don't overstuff!)

Push down lightly as needed

Pull down at an angle

Release

It takes mastering.. but it's amazing!
